You can access https://ctrl.84.235.226.183.sslip.io:1280/zac/ in a web browser on the same Windows computer that's reporting ctrl[ctrl.84.235.226.183.sslip.io:1280] no controllers are online, correct?

Looking at the windows logs some more... It looks like the windows keychain support is causing the issue connecting to that controller.
Can you:

disable keychain support: Main Menu -> Advanced Settings -> Tunnel Config -> Edit Values. Toggle "Use Keychain" to false as shown and click Save

find
braandand click on it and 'Forget This Identity'

stop/restart the Ziti Desktop Edge for Windows using this button
-
go to the ZAC, find your identity and reset the enrollment

download the jwt token again
-
add the identity back to the ZDEW
