To me, it looks like things are working properly. You indicated that https://4.211.133.164:1280/ → Fails -- however, it works for me fine. You also appear to have the ZAC setup properly on port 1280 as well.

I suspect you somehow changed the port to 1280. Without posting your full config file it's hard to know for sure what you did or how you did it. I can clearly see you used 1280 in the snippets of config files you posted.
OpenZiti does NOT care where you deploy it, so Azure has nothing to do with any issues you might come across.
I think you just made a mistake here/there is all. 
It's easy to get things wrong.
